Russian oil pipeline firm revives plan to bypass Ukraine (Reuters)

MOSCOW (Reuters) ? Russia's oil pipeline monopoly Transneft is in talks on building a link between its routes in Germany and the Czech Republic to ensure that its exports to central Europe can bypass Ukraine if necessary, a top company official said.

Russia has traded accusations in the last few weeks with Ukraine, its western neighbor through which much of its gas and some oil exports flow, with each side accusing the other or responsibility for a shortfall in gas supplies to Europe.

Russia's Gazprom has said Ukraine is taking more gas than it is supposed to from the transit pipelines that cross its territory, suggesting that may be a reason why consumers further west along the route got less than they requested.

On Wednesday, Transneft entered the fray from the oil side, saying it needed the security of an interconnector that would provide an alternative route for crude oil flows to central Europe.

"It's just extra insurance," Transneft Vice President Mikhail Barkov told reporters in Russia's east region on a trip to inspect the final stretch of pipeline under construction to link Russia's Siberian oilfields with a Pacific port.

The Druzhba pipeline, which carries Russian export-blend crude oil to eastern and central Europe, splits into two branches in Belarus, the northern one of which goes through Poland to Germany.

The other, more southern branch crosses Ukraine bound for Slovakia and the Czech Republic.

A 300-km interconnector between the Czech and German ends of the pipeline would allow Russian suppliers to deliver oil to clients on the southern branch even if flows were stopped in transit through Ukraine.

Transneft is in talks with German and Czech counterparties, Barkov said.

Europe's energy problems during this month's unusually cold weather has caused some to draw parallels with Russia's past conflicts over energy supply and transit terms with Ukraine, which resulted in cuts to European consumers in 2006 and 2009.

Before the new year, talks between Moscow and Kiev failed to yield a package deal to split control over Ukraine's gas transit system and agree a price cut for Russia's supplies of gas to Ukraine, which are a burden on Ukraine's economy.

Russian gas export monopoly Gazprom's chief executive also weighed in on Ukraine-related matters on Wednesday, saying his company was working "24 hours a day" to launch the planned new South Stream pipeline to bypass Ukraine by carrying Russian gas under the Black Sea direct to European customers.

The Nord Stream pipeline, which runs under the Baltic Sea to connect Russia and Germany, was launched last year. Its capacity is due to double this year to 55 billion cubic meters per year.

HBT: White Sox sign Fukudome to one-year deal

The Chicago white Sox signed Kosuke Fukudome. The deal: one-year, $1 million contract with a $3.5 million club option for 2013. $500K of that $1 million comes in the form of a buyout of next year?s option, so he?s making basically nothing during the season.

That?s pretty sweet. ?Fukudome was overpaid once upon a time, but a guy who can get on base a little (he hit?.262/.342/.370 with eight homers last season) and who is useful with a glove is easily worth a million bucks these days.

I can?t help but think that a lot of teams could have used him at that price.

Panetta defends military budget plan (AP)

WASHINGTON ? Defense Secretary Leon Panetta is defending his department's slimmed-down, $614 billion budget plan, telling senators that it's time to step up and show they are serious about reducing the deficit.

In testimony prepared for a Senate Armed Services Committee hearing Tuesday, Panetta is warning lawmakers that budget cuts will hit all 50 states. But he says the reductions have been carefully planned and there is little room for changes.

Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, can expect to meet resistance from lawmakers who have expressed reservations about gutting defense and eroding the country's national security. The proposed defense budget for the year beginning Oct. 1 includes $525.4 billion in base spending and another $88.5 billion for the wars in Afghanistan and Iraq. The total is nearly $32 billion less than this year's budget.

"It was this Congress that mandated, on a bi-partisan basis, that we reduce the defense budget, and we need your partnership to do this in a manner that preserves the strongest military in the world," Panetta said in the written testimony, which was obtained by The Associated Press. "This will be a test of whether reducing the deficit is about talk or action."

Defense officials have laid out plans to find about $260 billion in savings over the next five years, including moves to slash the size of the Army and Marine Corps, cut back on shipbuilding, and delay the purchase of some fighter jets and other weapons systems.

The plan also slashes war spending. Money for Iraq and Afghanistan will drop from $115 billion this year to $88.5 billion, with less than $3 billion spent for security in Iraq. It also cuts in half the amount spent on training and equipping Afghanistan's security forces ? a key element to the U.S. effort to gradually withdraw forces and transfer security responsibility to the Afghans.

While military personnel still would get a 1.7 percent pay raise, retirees would get hit with a series of increases in health care fees, co-pays and deductibles. The impact would be greater on those who are under 65 and are likely to have another job, as well as on those who make more money.

Senators on Monday also complained that President Barack Obama and his defense team have made no plans to deal with an additional $492 billion in across-the-board military cuts that will occur in January 2013 if Congress doesn't act to avoid them.

Panetta said that since it is now apparent what the current cuts will do, he hopes that Congress will be convinced to avoid the additional 2013 reductions.

Dempsey, in his written testimony, said that even though there are fewer than 90,000 troops deployed in combat, compared with more than 200,000 just two years ago, the military must spend money to reset and restore itself. War-torn equipment must be replaced, weapons need to be modernized and troops need to be retrained, he said.

"We will have to do all of this in the context of a security environment that is different than the one we faced 10 years ago," Dempsey said. "We cannot simply return to the old way of doing things, and we cannot forget the lessons we have learned."

A mix of leather, mesh, and African prints at Edun (AP)

NEW YORK ? Fashionistas shivered visibly on Sunday in a makeshift event space along the blustery Hudson River, where the Edun fashion label, founded by U2's Bono and wife Ali Hewson, was displaying its Fall 2012 collection. But the models wore bright, African prints that made one feel, at least momentarily, in a much warmer clime.

Among the most striking fashions: A graphic zebra print in a shoulder dress, draped prettily over one shoulder, or a silk safari print shirt dress, or a springbok (gazelle) silk twist dress, or an electric blue leopard-mix print dress.

Zebra, leopard, safari, springbok: The images don't seem particularly suited for fall or winter on a cold city sidewalk. But Edun designer Sharon Wauchob explained that she was trying to marry the African roots of the collection with an edgy, urban, even punkish feel.

"I was trying to show the modernity of Africa, connected to an urban environment," she said backstage. Or, as the program noted: "The Edun girl ... has taken her punk rock roots on safari."

One way to achieve her desired effect, Wauchob said, was to provide body-hugging shapes for her colorful prints. Another means of contrast was in Wauchob's outerwear, which was often oversized and boxy ? a big charcoal wool jacket, for example, over a silk zebra-print jumpsuit, or a very chunky two-tone turtleneck sweater, shown over a lacquer-printed kilt skirt.

Edun was founded by Bono and his wife in 2005 to "bring about positive change through its trading relationship with Africa," according to the label. Of the 37 outfits displayed for the Fall/Winter 2012 women's collection, 29 of them included garments that will be produced in Africa.

Hewson was in the front row on Sunday, along with Julian Lennon and iconic model Helena Christensen.

And though the shivering in the audience produced some concern for the coatless (mostly) models, they actually were the lucky ones: They dressed backstage in deliciously toasty heated tents.
