Seeking `Higher' Ground: The Dangers of Designer Drugs

Since ancient times, humans have been fascinated with ways to alter consciousness, and have gone to great lengths to reach a ?higher??ground.? From naturally occurring substances such as opium and betel nuts, to synthetic drugs like LSD, people have long experimented with mind-altering substances. This long history of experimentation with psychoactive substances even pre-dates the existence of the word ?drug.?

For example, Native Americans??use of mescaline, extracted from peyote cacti, began as long as 5,700 years ago. Use of the Betel nut ??the seed of a palm tree fruit ??to alter consciousness may not be well-known in the U.S., but this practice has existed for thousands of years. In fact, it is estimated that among intoxicants, only nicotine, alcohol and caffeine are more popular globally than chewing Betel nut extract.

But the latest wave of man-made drugs, or ?designer drugs,??carries new and very real dangers.? For both the individuals using them and the general public, so-called designer drugs like ?bath salts,???K2??or ?spice??quickly have become a public health crisis, and their use is on the rise.? Their danger is related to the potent effect these drugs can have on the human nervous system.? For example,? ?bath salts? (chemically known as synthetic cathinones) combine the dangerous properties of both a potent stimulant and a hallucinogen.? ?K2? is a type of synthetic marijuana (the active compound is THC) and is dangerous because it can be more potent than the naturally occurring plant.

These new designer drugs are proliferating because in many states they are sold ?legally.??This is possible because they are deliberately designed with an alteration to the molecular structure of an existing drug ? to avoid classification as an illicit drug.

Despite their recent proliferation, ?designer drugs?? are not really new ??the term was coined by law enforcement in the 1980s, and widely recognized drugs like LSD, ecstasy and methamphetamines fall into this category.? The latest generation of designer drugs includes synthetic cathinones (commonly labeled with harmless-sounding monikers like ?bath salts??or ?plant food?), which are structurally and pharmacologically similar to cocaine, methamphetamines and ecstasy (MDMA). Synthetic cannabinoids, often branded as ?Spice?? or ?K2,??are chemically engineered to mimic marijuana.? There are many other potent designer drugs with names like Europa and Smiles that are increasing in use. Many of these designer drugs are available legally in drug paraphernalia stores, convenience stores or even via the Internet.? That?s right, legally. Like many cyber sales, delivered to your door with free shipping.

Law enforcement officials are increasing efforts to monitor for and curtail the use of these dangerous drugs.?? For example, the Drug Enforcement Administration (DEA) now includes three synthetic cathinones on its Schedule 1 list of controlled substances and several of the chemicals found in synthetic cannabinoids are banned under the Food and Drug Administration Safety and Innovation Act of 2012. But many similar compounds are not yet classified as illegal and in some cases they have not even been identified. This is because the ?chemists? who produce designer drugs make incremental alterations to the drugs? chemical make-up, dodging Schedule 1 or illegal classification on a technicality, and thereby claiming to provide a ?legal? high.

For law enforcement officials and regulators, keeping up with these chemists is a game of cat-and-mouse, with potentially deadly consequences. Bath salts carry a high risk of overdose and addiction, chest pains, increased blood pressure, increased heart rate, agitation, hallucinations, extreme paranoia, and delusions1.? Reported side effects of K2 and Spice include paranoia, panic attacks, giddiness and psychotic episodes.2 Despite these risks, their use is on the rise at an alarming rate.? In 2011, the National Poison Control Centers received more than 6,000 calls about synthetic cathinones (including bath salts), compared to only 300 in 20103.? The American Association of Poison Control Calls reported a 58 percent increase in the number of calls related to synthetic marijuana and/or K2/Spice in just one year ? from 2,906 calls in 2010 to 6,959 calls in 2011.4

To make matters worse, the popularity of these drugs is fueled by the frequent claim that standard urine drug screens will not detect their presence. Luckily, there is a new solution that can detect these substances.

Sophisticated laboratory technologies using mass spectrometry assays of urine specimens can identify the vast majority of legal and illegal drugs ingested, since most small molecules have metabolites (i.e., break down products) that are excreted by the kidneys and into the urine. Mass spectrometry assays currently used to detect and monitor use of powerful pain medications (e.g. opioids) can be mobilized to help physicians and regulators, such as the DEA, detect these new designer drugs.

Specialty laboratories are using these advanced technologies to anticipate new chemical formulations and launch new tests to detect dangerous substances.? For example, long before bath salts were a problem in the U.S., the United Kingdom was struggling with increasing rates of overdose and death due to synthetic cathinones.? Reports from British physicians, and the laboratory scientists, prompted U.S.-based scientists to develop new tests that would detect multiple synthetic cathinones ? even variations that were not yet classified by DEA as Schedule 1 substances.

Because physicians are on the front lines ?? typically seeing the effects of designer drugs in the emergency room, office examination room, or hospital ??drug monitoring using mass spectrometry is a critical tool to identify and prevent the use of designer drugs.? Consequently, physicians are increasingly relying on specialty laboratories to help identify the compounds present in patients who are taking controlled medications who are at risk for drug misuse or abuse.

Tackling the threat to public health posed by the proliferation of designer drugs will require efforts from multiple stakeholders.?? Policymakers are beginning to take important action.? In addition to the national ban on several types of synthetic drugs signed this summer by President Obama, both New Jersey and Washington, D.C., have enacted similar bans in recent weeks.5,6 But the new laws will not save lives without additional action and support.

Regulators and the DEA could make better use of advanced drug detection technologies to more quickly classify new designer drugs as illegal.? Insurance companies must be encouraged to support these efforts by ensuring reimbursement for specialty labs, so that doctors have access to the best technology available to detect and identify designer drug compounds. Data about drug use trends must be provided to the DEA and physicians to educate clinicians on any new dangerous drugs ? and physicians must be vigilant in testing patients who are at risk for drug abuse and misuse.? Finally, the public must be educated about this dangerous category of drugs ? especially because users commonly assume that if a drug is not technically ?illegal,? it is safe to use.

In summary, we have a new major public health threat that represents just the latest step in man?s creative pursuit of new ways to get high.? History tells us that we can?t completely eliminate this threat, but by pooling our knowledge and streamlining legal and regulatory processes, we can succeed in reducing the threat of designer drugs and enhancing public safety. It is the collective responsibility of public agencies, specialty labs, physicians, regulators, and health insurers to pool their knowledge and resources to help improve individuals??safety and the safety of the communities they live in.

Obama gives unexpected nod to climate as second term priority

WASHINGTON (Reuters) - President Barack Obama said on Monday he will confront climate change in his second term in office, an unexpected vow that puts the politically charged issue among his domestic priorities alongside gun control and immigration reform.

Linking climate change to devastating weather and fires, Obama said the country could grow its economy while protecting itself from the worst effects of a phenomenon scientists say is getting worse due to man-made pollutants.

"We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations," the president said, dedicating more than a minute of his roughly 20-minute address to the issue.

By pointing to the topic in detail in his second Inaugural Address, the Democratic president committed the White House to try to mitigate the emission of greenhouse gases - an area where he had uneven success during his first four years in office.

While Obama won a commitment from the auto industry to increase fuel efficiency standards in coming years, a more comprehensive plan to put a price on greenhouse gases fell flat in Congress.

Climate change was a mostly dormant issue during last year's presidential campaign, and environmentalists hoped that Obama would put the topic squarely on his agenda in a second term.

Obama said in his address that the United States should be a leader in sustainable energy and framed the issue as a matter of national security and economic opportunity.

"We cannot cede to other nations the technology that will power new jobs and new industries - we must claim its promise," he said.

Scientists say emissions from cars and coal-fed power plants are among the sources of carbon dioxide warming the planet.

Last year was the hottest on record in the United States, scientists at the National Oceanic and Atmospheric Administration said this month.

Scientists caution that no single weather event can be blamed on climate change, but the force of Hurricane Sandy, which devastated parts of New York and New Jersey in October, and a withering drought in the Midwest, are seen as harbingers.

"Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms," Obama said.

Climate change activists, who say the phenomenon is worsening and will increasingly affect human health and budgets, said they were heartened by the president's words.

"My hope is renewed," Larry Schweiger, president of the National Wildlife Federation, said in a statement. "Confronting climate change is not a cause of a president or a party but an imperative for the American people."

Obama might find it impossible to revive the climate bill while his Republican Party rivals control the House of Representatives, but White House officials have said they plan to use executive power to make progress on the issue.

"I'll tell you what my green dream is: that we finally face up to climate change," Vice President Joe Biden said at a National Wildlife Federation inaugural celebration on Sunday night.

In the coming months, the Environmental Protection Agency is expected to outline standards for power plant emissions. If those rules are as strong as environmentalists want, it could go a long way toward curtailing emissions for a source of 40 percent of the country's carbon gas.

Mars may have supported life: Martian underground could contain clues to life's origins

Jan. 20, 2013 ? Minerals found in the subsurface of Mars, a zone of more than three miles below ground, make for the strongest evidence yet that the red planet may have supported life, according to research "Groundwater activity on Mars and implications for a deep biosphere," published in Nature Geoscience on January 20, 2013.

Up to half of all life on Earth consists of simple microorganisms hidden in rocks beneath the surface and for some time, scientists have suggested that the same may be true for Mars. Now this theory has been supported by new research, which suggests that the ingredients for life have been present in the Martian subsurface for much of the planet's history.

When meteorites strike the surface of Mars, they act like natural probes, bringing up rocks from far beneath the surface. Recent research has shown that many of the rocks brought up from the Martian subsurface contain clays and minerals whose chemical make-up has been altered by water, an essential element to support life. Some deep craters on Mars also acted as basins where groundwater likely emerged to produce lakes.

McLaughlin Crater, described in this study, is one such basin that contains clay and carbonate minerals formed in an ancient lake on Mars. The fluids that formed these minerals could carry clues to as to whether the subsurface contained life.

"We don't know how life on Earth formed but it is conceivable that it originated underground, protected from harsh surface conditions that existed on early Earth. Due to plate tectonics, however, the early geological record of Earth is poorly preserved so we may never know what processes led to life's origin and early evolution," said Dr Joseph Michalski, lead author and planetary geologist at the Natural History Museum in London. "Exploring these rocks on Mars, where the ancient geologic record is better preserved than on Earth, would be like finding a stack of pages that have been ripped out of Earth's geological history book. Whether the Martian geologic record contains life or not, analysis of these types of rocks would certainly teach us a tremendous amount about early chemical processes in the solar system."

Co-author Deanne Rogers, Assistant Professor in the Department of Geosciences at Stony Brook University used data from the Thermal Emission Spectrometer aboard NASA's Mars Global Surveyor and the Thermal Emission Imaging System aboard the Mars Odyssey orbiter to detect and identify minerals that proved to be consistent with a sustained aqueous environment on the floor of the McLaughlin Crater.

"Our understanding of Mars is changing very rapidly with all of the new mission data," said Professor Rogers. "There have been several recent observations and models that have pointed to the possibility of a vast store of groundwater in the Martian past, and perhaps present. So you might expect that deep basins such as McLaughlin, which intersect the upwelling groundwater table, would contain evidence of this water. And this study found that evidence."

Current exploration of Mars focuses on investigating surface processes because sedimentary rocks are most likely to provide the best chance evidence for habitability. Evidence suggests, however, that the Martian surface environment has been quite inhospitable to life for billions of years. In future missions, scientists could choose to target rocks related to the surface or subsurface, or perhaps do both by targeting areas where sedimentary rocks formed from subsurface fluids.

Michalski concludes: 'In this paper, we present a strong case for exploring the subsurface, as well as the surface. But I don't personally think we should try to drill into the subsurface to look for ancient life. Instead, we can study rocks that are naturally brought to the surface by meteor impact and search in deep basins where fluids have come to the surface.'

Co-author Professor John Parnell, geochemist at the University of Aberdeen, commented, "This research has demonstrated how studies of Earth and Mars depend on each other. It is what we have observed of microbes living below the continents and oceans of Earth. They allow us to speculate on habitats for past life on Mars, which in turn show us how life on the early Earth could have survived. We know from Earth's history that planets face traumatic conditions such as meteorite bombardment and ice ages, when the survival of life may depend on being well below ground. So it makes sense to search for evidence of life from that subsurface environment, in the geological records of both Earth and Mars. But it's one thing to do that on Earth -- we need to be clever in finding a way to do it on Mars."

How to setup Google Gmail on your iPhone, iPod touch, and iPad

As of January 30, 2013, Google will no longer allow new iPhones, iPod touches, iPads, or other devices to be setup using Google Sync (their implementation of Microsoft's excellent ActiveSync protocol). While existing Google Sync setups will keep working, the next time you want to add Gmail to a device, you'll have to use something else -- namely Google's eccentric IMAP service, which works with Apple's Mail app and allows for a unifed inbox with other, non-Gmail accounts, and the Gmail app, which is excellent but is a silo unto itself.

How to set up Gmail in Google's Gmail app

Google's Gmail app is outstanding, supporting both push email, multiple accounts, and all the unique Gmail features like stars and labels, of course. You even get easy access to vacation responders and other options. If you only use Gmail for your email, it's absolutely the best way to go. If you use multiple email providers, but don't mind accessing them via separate apps, it's also a great choice. Sadly, you can't set third party apps as default in iOS, so you'll probably need to set up your account in Apple's iOS Mail app as well, for convenience sake. (See below.)

  1. Download the Gmail app from the App Store.
  2. Tap Open once Gmail finishes downloading, or if you've left the App Store, tap the Gmail icon on your Home screen.
  3. Enter your Gmail or Google Apps email address and password.
  4. Tap sign in.

Gmail is one of the main email setup options in Apple's built-in iOS Mail app. It uses IMAP to receive email, but due to Google's non-standard configuration, and Apple's lack of specific support for that non-standard configuration, you won't get push email, and you won't have access to stars, labels, and other Gmail-specific conventions. Sadly, it also doesn't automagically include contact sync, so you'll have to set that up separately.

You will, however, have your Gmail included in the unified inbox, which is incredibly convenient if you also have other, non-Google email accounts (like iCloud, Exchange, Hotmail, etc.)

  1. Launch Settings from your Home screen.
  2. Tap Mail, Contacts, Calendars.
  3. Tap Add Account...
  4. Tap Gmail.
  5. Enter your name, Gmail email address, password, and a descriptive name (like Gmail, or Personal, so you can identify it later).
  6. Select which services you want to leave on for sync, Mail, Calendars, and Notes. (You probably want all of them on.)
  7. Tap Save.

To set up contacts sync, repeat the same procedure, with a slight change in settings.

  1. Tap Add Account... again.
  2. Tap Other at the bottom.
  3. Tap Add CardDAV Account
  4. Enter google.com as the server.
  5. Enter your Gmail/Google address as the user name.
  6. Enter your Gmail/Google password as the password.
  7. Enter a description. For example, Gmail Contacts or Google Contacts.
  8. Tap Next at the top right.

That's it, your contacts will now sync along with everything else.

If you're a high value target and worried about your Gmail security, you can also setup and use Gmail 2-step verification on your iPhone, iPod touch, or iPad. For most people, it's probably more trouble than it's worth, but it's there for those who really need it.

The numbers may seem grim for Web-based commerce. In 2004 in the Unites States alone, computer users logged in more than 207,000 Internet fraud reports to the U.S. Internet Crime Complaint Center. If you look hard at this number, you may be astounded, and a good bit frightened, by the implication. You may ask, ?Is it really safe to buy and sell at an online site??

Put simply, the answer is: yes. The Internet is an incredibly powerful tool for business, so you can?t pass it over just because of a few crooks and conmen-even if they do seem like they?re behind every pop-up window and banner ad. The truth is that you can create opportunity and make more money online than you could lose in fraud.

Better yet, you could lose absolutely nothing if you know the warning signs of fraud and the tricks to avoid danger during your Web-based business dealings.

Whether you?re looking to buy or sell goods online, the first-and the best-way to fight fraud is prevention. There are certain warning signs to watch for, which should set off a chorus of alarms and flashing red lights in your head. Don?t do business with this person! For buyers, these potential warning signs can be when a seller:

- asks you to pay through non-traceable avenues, such as Western Union or MoneyGram, or a third party, or via an overseas address. You should ask yourself-and the seller-why he or she won?t accept payment options that are traceable and convenient for you.

- posts an image on his auction or classified ad that?s obviously from an outside source. Sometimes these images may not even match the type of item, let alone the brand, that the ad features.

- sells a typically expensive item at cut-rate prices, which is a good indicator that it could be counterfeit.

- refuses to provide tracking numbers when you purchase an item. Tracking numbers are another way to trace a valid transaction.

- offers only excuses, instead of help, when your purchased item doesn?t arrive at your doorstep.

Genetic matchmaking saves endangered frogs

Jan. 8, 2013 ? What if Noah got it wrong? What if he paired a male and a female animal thinking they were the same species, and then discovered they were not the same and could not produce offspring? As researchers from the Smithsonian's Panama Amphibian Rescue and Conservation Project race to save frogs from a devastating disease by breeding them in captivity, a genetic test averts mating mix-ups.

At the El Valle Amphibian Conservation Center, project scientists breed 11 different species of highland frogs threatened by the chytrid fungus Batrachochytrium dendrobatidis, which has already decimated amphibian populations worldwide. They hope that someday they will be able to re-release frogs into Panama's highland streams.

Different frog species may look very similar. "If we accidentally choose frogs to breed that are not the same species, we may be unsuccessful or unknowingly create hybrid animals that are maladapted to their parents' native environment," said Andrew J. Crawford, research associate at the Smithsonian Tropical Research Institute in Panama and professor at Colombia's Universidad de los Andes. Crawford and his colleagues make use of a genetic technique called DNA barcoding to tell amphibian species apart. By comparing gene sequences in a frog's skin cells sampled with a cotton swab, they discover how closely the frogs are related.

New knowledge about frog genetics contributes to saving amphibians from extinction, the mission of the Panama Amphibian Rescue and Conservation Project. Participating institutions include Africam Safari, Panama's Autoridad Nacional del Ambiente, Cheyenne Mountain Zoo, Defenders of Wildlife, El Valle Amphibian Conservation Center, Houston Zoo, Smithsonian's National Zoological Park, the Smithsonian Tropical Research Institute and Zoo New England.

Mexico City feral dog killings open debate

MEXICO CITY (AP) ? Police scoured a hilly urban park for feral dogs and tested dozens of captured animals on Tuesday in a hunt for those responsible for four fatal maulings that have set off a fierce debate about how to handle the thousands of stray dogs that roam this massive city.

Authorities have captured 25 dogs near the scene of the attacks in the capital's poor Iztapalapa district, but rather than calm residents, photos of the forlorn dogs brought a wave of sympathy for the animals, doubts about their involvement in the killings and debate about government handling of the stray dog problem.

Activists started an online campaign protesting the dogs' innocence and calling for authorities not to euthanize them. Tens of thousands of dogs are euthanized each year in Mexico if they are captured by animal control officers and not claimed within 72 hours. Many people re-posted the images of the dogs staring sadly from behind bars at an animal shelter.

The hashtag for the campaign became the top trending topic on Twitter in Mexico by midday Tuesday, with some users furiously accusing the authorities of cruelty to animals and others sarcastically calling the dogs "political prisoners" and mocking the fuss over the fate of the animals.

Officials said they were testing the captured dogs' fur for blood, and examining their stomach contents to determine if they were the killers of the four people whose bodies were found covered in dog bites in two separate incidents in recent days.

Neighbors of the Cerro de la Estrella park found the bodies of a 26-year-old woman and a 1-year-old child in the area on Dec. 29, authorities said. The woman, Shunashi Mendoza, was missing her left arm, and prosecutors said that both she and the boy had bled to death.

Then on Saturday visitors to the park found the bodies of Alejandra Ruiz, 15, and her boyfriend Samuel Martinez, 16, who had gone to the park Saturday afternoon and were found dead from blood loss. The girl called her sister Diana Ruiz at around 7 p.m. pleading for help, the sister told Milenio Television.

Mexico City prosecutors said that due to the gravity of the wounds they believed at least 10 dogs were involved in each attack.

Dozens of officers returned to the park Tuesday to capture more of the feral dogs, which live in caves and hollows in the area.

"Officer, you're hunting for dogs again, but don't you already supposedly have the 25 killers in custody?" shouted Liliana Hernandez, a psychologist and self-described street dog rights activist who lives near the park.

Hernandez said many people let their dogs out during the day because their cinderblock homes are too small to keep them inside. Residents of their neighborhood started running frantically to collect their dogs when police began seizing strays Monday night, she said.

The furor has forced a public response from Mexico City Mayor Miguel Angel Mancera, who called for animal-rights groups to help study the guilt or innocence of the 25 dogs, and the broader effort to reduce the number of street dogs in Mexico City.

"We're not taking any decision. The dogs are in a shelter and we have to check on their health," he told reporters after a midday press conference.

He also said the government would launch a new program to spay and neuter dogs, sending 25 mobile surgical units to neighborhoods where residents would be encouraged to take advantage of free sterilization for their pets.

Mexico City Attorney General Rodolfo Rio held a news conference late Tuesday to reiterate the victims bled to death after dogs mauled them.

"We didn't find any other type of wound different from those produced by dogs," Rios said.

Antemio Maya, president of the Street Dog Protection association, said estimates for the overall number of dogs in the city of nearly 9 million people range from 1.2 million to 3 million animals but there are no reliable figures for the number of street dogs. That's partly because many of the animals are pets released to wander the streets during the day, and then return home when their owners come back from work.

He said many people in Mexico City treat dogs as disposable, buying one for their children for Christmas and abandoning it in a park or suburb when the responsibility becomes overwhelming.

On Tuesday, people seem unfazed by the killings and went by their daily routine as usual with children coming back from school and venturing into the tree-covered grounds, housewives crossing the park with their groceries and men on horses checking maize fields.

Residents who live around the park and relatives of the 16-year-old high school boy who was killed refused to accept that dogs killed the youngest member of their family.

"It's not logical. I mean the dogs are small, they are domestic dogs. We don't believe what the prosecutor's office is telling us," brother Enrique Martinez told The Associated Press.

Martinez said police told the family the couple was perhaps carrying a fish fillet which alerted the dogs. He said identifying the body was a horrible experience for him and his loved ones.

Fatal maulings of humans by dogs are extremely rare, but Dr. Sophia Yin, executive board member of the American Veterinary Society of Animal Behavior, said they can happen, particularly when dogs that are used to being around people are moving in large groups, and people shout or run in fear when accosted by the animals.

"It's hard to tell people, stand completely still and relax, don't turn your back. Almost anything else you do can get the dog more excited," Yin said. "The more animals involved, the higher the excitement is."

Jose Luis Rodriguez, driver for a micro-bus service that travels through the park, said he had recently encountered a pack of 10 feral dogs that had growled at his father.

"There are a lot of dogs around here. We give them something to eat and they go away," he said. "People come and throw their dogs away in the park, abandon them. There are too many dogs around."

A veterinarian at the Iztapalapa shelter where the 25 dogs were being held said it appeared that at least one of the captured dogs had been a pet.

"A family came and recognized a dog but we couldn't give him to them because investigators have to decide what to do," he said on condition of anonymity because he was not authorized to speak to the press.

Rios said authorities will keep the trapped dogs until investigators determine whether they were involved in the attacks. He said people who can prove one of those dogs belongs to them can take the animal home. He said the rest will be put up for adoption.

(AP) ? The assessment of a Shell drilling rig grounded off a remote Alaska island continued Friday, with officials putting more salvagers onboard.

Officials say in a release that critical response gear was put into place for the eventual recovery operation.

The Kulluk (CULL'-uck) ran aground Monday near Kodiak Island.

Power generators also were delivered. A majority of 14 support ships are expected to be in place this weekend.

Members of the command team also met with Alaska Native leaders in the nearby community of Old Harbor to hear their concerns over the grounding.

The Kulluk performed preliminary work on a well during the open water season in the Beaufort (BOH'-fort) Sea.

It was being towed to Seattle last week for upgrades when it became separated from tow lines during a storm.

Ontario government imposes new contracts on teachers

TORONTO (Reuters) - Ontario's government said on Thursday it will impose labor contracts on tens of thousands of teachers in Canada's most populous province as part of its controversial push to reduce a large budget deficit.

Education Minister Laurel Broten announced contract terms covering some 130,000 teachers that included a broad wage freeze, a reduction in the number of sick days and limits on the number of sick days teachers are allowed to cash out when they retire.

Ontario's Liberal government, which holds only a minority of seats in the provincial parliament, managed to reach tough new deals with other teacher groups and its doctors but failed to come to terms with the larger group of elementary and secondary school teachers.

The showdown led many teachers to drop extracurricular activities and take other job action such as one-day strikes.

The new deal will save the province C$250 million ($253.79 million) in 2012-13 and C$540 million in 2013-14, the government said in a statement. In addition, the government will realize one time savings of C$1.1 billion from changes to the sick day policy.

The new contracts will expire in August, 2014.

Ontario Premier Dalton McGuinty, who announced late last year that he would resign once the Liberals elect a new leader in January, pledged last March that the government would reduce its C$14 billion deficit by holding the line on public sector wages.

The government passed a law last fall covering its public sector workers that froze wages, cut sick days and limited their right to strike. The legislation, which sparked furious opposition from labor groups, set the bargaining deadline for last December 31.

Ontario's teachers are among the highest paid in Canada, a country where educators rank as some of the best compensated in the world.

Credit rating agencies have repeatedly warned Ontario that tackling its deficit would require tough austerity measures.

Healthcare and education make up about 70 percent of Ontario's spending, with wages and fees accounting for more than half of the expenses.

Tim Tebow is coming off a miserable season in which he never got a chance to show whether or not he can be an NFL quarterback. But Tebow?s college coach says Tebow can and will still get that chance.

Urban Meyer, the Ohio State coach who was Tebow?s coach at Florida, said on Mike and Mike in the Morning that he?s sure Tebow can be an NFL quarterback ? if only some NFL team will let him play the position the way he plays it. Meyer, who has been one of the most successful coaches at employing the spread offense in college football, says he?s starting to see spread concepts employed successfully in the NFL, and he?s sure Tebow can have the same level of success as Robert Griffin III, Russell Wilson, Colin Kaepernick and Cam Newton if Tebow plays in an offense tailored to his skills.

?We watched RGIII at the Washington Redskins, Wilson at the Seahawks, the new quarterback at the 49ers, and Carolina, and they are actually running a spread offense in the NFL,? Meyer said. ?So my hope is, and I?m sure Tim feels the same way, is to go play in one of those systems where they let him play.?

Meyer is certainly right that Tebow has a much better chance of succeeding in the NFL if some team will tailor its offense to his skills. However, the reality is that Griffin, Wilson, Kaepernick and Newton are all both better passers than Tebow and better athletes than Tebow. We?ve seen in the NFL in the last couple of years that some of those spread offense concepts can work in the NFL. But that doesn?t necessarily mean those offenses can work in the NFL with Tebow running them.

Still, Meyer says Tebow is upbeat and ready to play somewhere.

?I talk to him every week, and he?s still the most positive guy I?ve ever been around,? Meyer said. ?He was so excited to go to New York and play for coach Ryan and the whole situation there. It didn?t turn out, but you have to move on.?

Tebow would love to move on with some coach who will show the same confidence in him that Meyer has.

Boehner sets vote for Sandy aid after criticism

WASHINGTON (AP) ? The House is headed for a vote on aid for Superstorm Sandy victims after House Speaker John Boehner mollified Republicans from New York and New Jersey upset with his decision to cancel action on the bill.

Facing intense pressure, Boehner agreed Wednesday to schedule a vote Friday on $9 billion for the national flood insurance program and another vote Jan. 15 for a remaining $51 billion in the package, said Rep. Peter King, R-N.Y. The new Congress is being sworn in Thursday.

King left a meeting with Boehner and other Republicans without the anger that had led him to rip into the speaker on the House floor, calling Boehner's attitude "dismissive" and "cavalier."

"It was a very positive meeting," King said afterward.

King told NBC's "Today" on Thursday that Boehner had ultimately come through for New York and New Jersey and said he expected Boehner to be reelected as speaker. King said he would vote for Boehner.

Boehner, R-Ohio, assured the lawmakers that the money from the two House votes would roughly equal the $60 billion package of aid that passed the Senate, King said.

Since the votes will be taken in the new Congress, the Senate also will have to approve the legislation. If the House, as expected, approves the $9 billion flood insurance proposal, the Senate plans to move quickly in hopes of approving the aid on a voice vote Friday. The flood insurance money will help pay for claims by home and business owners with coverage.

Sandy was the most costly natural disaster since Hurricane Katrina in 2005 and one of the worst storms ever in the Northeast.

Boehner's decision Tuesday night to cancel a vote on Sandy aid before Congress ended its current session provoked a firestorm of criticism from New York, New Jersey and adjacent states where the money will go.

According to King, Boehner explained that after the contentious vote to avoid major tax increases and spending cuts called the "fiscal cliff," the House speaker didn't think it was the right time to schedule the vote before the current Congress ended.

"What's done is done," King said. "The end result will be New York, New Jersey and Connecticut will receive the funding they deserve."

The Senate approved a $60.4 billion measure last Friday to help with recovery from the October storm. The House Appropriations Committee has drafted a smaller, $27 billion measure for immediate recovery needs and a second amendment for $33 billion to meet longer-term needs.

The $9 billion in flood insurance money to be voted on Friday was originally in the $27 billion measure. The votes on Jan. 15 will be for $18 billion in immediate assistance and $33 billion for longer-term projects, including projects to protect against future storms, King said.

Much of the money in the proposals is for immediate help for victims and other recovery and rebuilding efforts.

Some $5.4 million is for the Federal Emergency Management Agency's disaster relief fund; $5.4 billion is to help transit agencies in New York and New Jersey rebuild; and $3.9 billion is for the Housing and Urban Development Department's development fund to repair hospitals, utilities and small businesses.

New Jersey Gov. Chris Christie, a Republican, was among those sharply criticizing Boehner before the speaker changed course, complaining about the "toxic internal politics" of the House majority.

King was part of an angry chorus of New York and New Jersey lawmakers from both parties who blasted Boehner, with some saying his move was a betrayal. He told Fox News on Wednesday: "These Republicans have no problem finding New York when they're out raising millions of dollars. ... I'm saying, right now, anyone from New York or New Jersey who contributes one penny to congressional Republicans is out of their minds," he said.

In considering the Sandy aid package, the speaker was caught between conservative lawmakers who want to offset any increase in spending and Northeast and mid-Atlantic lawmakers determined to help their states.

More than $2 billion in federal money has been spent so far on relief efforts for 11 states and the District of Columbia struck by the storm. The Federal Emergency Management Agency's disaster relief fund still has about $4.3 billion, enough to pay for recovery efforts into early spring, according to officials.

New York, New Jersey, Connecticut, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania, Massachusetts and the District of Columbia are receiving FEMA aid.

Sandy was blamed for at least 120 deaths and battered coastline areas from North Carolina to Maine. New York, New Jersey and Connecticut were the hardest hit states and suffered high winds, flooding and storm surges.
