U.S. to ship helicopter-plane to Japan, delay flight

WASHINGTON (Reuters) - The Pentagon said Friday it would start shipping 24 hybrid aircraft to Japan next month but would not fly them until final results of crash investigations confirmed for Tokyo that the helicopter-plane is safe.

The Marine Corps' MV-22 tilt-rotor troop transport's troubled past has stirred safety concerns and protests on Okinawa, the southern Japanese island where the Pentagon intends to deploy it as part of a streamlined U.S. military presence.

Long-running friction involving Okinawa has complicated the Obama administration's plans to boost the U.S. military presence in the Asia-Pacific after 10 years of land wars in Iraq and Afghanistan.

"In recognition of the remaining concerns of the Japanese government about the safety of the aircraft," the Defense Department will refrain from flights until final investigation results are presented to the Japanese government "and the safety of flight operations is confirmed," a Pentagon statement said.

The Pentagon said it anticipated presenting the results in August. In the meantime, Japan will be the only place worldwide where such flights will be suspended, including over the continental United States.

REVOLUTIONARY DESIGN

The aircraft, a revolutionary design, are to be shipped initially to Iwakuni, the only U.S. Marine Corps air station in the main Japanese islands, for unloading in late July.

Mayor of London Boris Johnson puts suburban rail services takeover plan to government

Mr Johnson has submitted proposals for a takeover of train routes to the government.

He argues that under mayoral management passengers would benefit from more frequent and reliable services, simpler ticketing, cleaner and safer stations and better standards of customer service.

It would also boost the capital?s competitiveness by delivering major improvements to mainline rail services, supporting economic growth and jobs for Londoners, he says.

In addition, the Mayor states that bringing the franchises under the control of his office would save millions of pounds, which would be reinvested into further improving the network.

The Southeastern and Greater Anglia franchises are particularly in the Mayor?s sights, with potential savings of ?100m over 20 years.

Currently, with the exception of the London Overground network, rail services into the capital are provided by several private train operating companies, each with their own franchise agreement with central government.

Mr Johnson said: ?London?s rail passengers deserve far better service than the current franchises deliver and the economic benefits of properly investing in our rail infrastructure are huge.

?An efficient rail service is vital in order to remain competitive in challenging economic times, helping to usher in greater prosperity in the future, not just for the capital but for UK PLC.

?This plan gives us the opportunity to create a truly joined up suburban railway system that would vastly improve service and deliver better stations.

?A more coherent London-wide structure would bring more frequent trains, safer stations and sanity to a mind bogglingly complex fare system.?

Since Transport for London and the Mayor took over running London Overground in 2007, reliability has increased to 96 per cent and customer satisfaction is at 90 per cent.

Demand has trebled since TfL took over the network and is forecast to grow by a further 34 per cent by 2020.

Information Security: 5 NON-TECHNICAL REASONS O ...

For every data breach that makes the headlines, there are tens to hundreds that go unreported by the media, unreported by companies, or even worse, go unnoticed.

?

The rash of negative publicity around organizations that have experienced data breaches would appear to be a sufficient motivator to whip corporate leaders into bolstering their security programs in order to prevent from being the next major headline. If that is not reason enough, the litany of regulations imposed on certain industries should be enough, shouldn?t it? I mean, who wants to be a victim of a data breach and risk the financial, legal, and reputational risks?

?

In my experience I have found that corporate leaders generally want to operate in a secure manner, however they often make poor or uneducated decisions that contribute to a mediocre security posture.

?

Pick up any article on a recent data breach and you will likely read about the technical reasons the attackers were able to compromise the network. For example, several large retailers have been breached due to attackers compromising an insecure wireless access point in their retail stores that were connected to their payment-processing environment. What you don?t read about is the root cause of the issue. Why was there an insecure access point in the first place?

?

In this article, we will look at 5 non-technical reasons why organizations get breached.

?

1. Not Accepting Security as Part of the Core Business Process

For most organizations, security management functions are on the fringe of the organizations structure or buried deep within IT. To the business, security is often an after-thought and is usually imposed upon the organization in the form of regulations such as PCI, HIPPA and GLBA; even then compliance is spotty at best. Let?s face it, security does not directly contribute to the organizations' bottom line. In fact, on the surface, it may appear to negatively impact the bottom line, increasing the cost of projects, and due to the difficulty to calculate return on investment.

?

So why do we have this disconnect? Simply put, information security has not been brought in from the periphery of the organizational structure. Lets take a look at the not too distant past. Ten to fifteen years ago, IT organizations were in a very similar place in the evolution of ?organizational acceptance?.? Organizational leaders did not understand technology and therefore may not have known how to properly manage or effectively integrate IT into their organization. In many organizations, IT was left to function on it?s own, was not included in strategic planning and initiatives, and may have been considered in some organizations a ?necessary evil.? Needless to say, management support, resources and budgets were difficult to obtain, if not non-existent. Today, in most organizations, IT has been accepted into the core of the business because of the need for organizations to remain competitive and run efficiently. Successful IT organizations are now lead by business thought leaders, not ?techies?.

?

So what?s with all this talk about IT? Isn't this blog about security? The answer is simple: security is today where IT was 10-15 years ago. All the issues IT organizations have faced in the past IS organizations are facing today, such as lack of understanding of security by organizational leader and lack of integration of security into the core business management process. Until organizations accept security as an integral part of the organization, IS organizations will be shoveling against the tide.

2. Misplaced Responsibility

The unfortunate perception is that with the centralizing of security management, security is no longer anyone else?s concern. I dont know why this is; last I knew as an ISO I was still responsible for developing and maintaining a budget, even though we had a CFO and accounting department. In organizations where information security is centralized, but responsibilities are not well defined the business will continue to pursue business initiatives and goals, and wait for security to either intervene (hoping they can pass under the radar) or pass the buck to security to get ?approval? just prior to launch. However, when security does intervene, it is often too late in the project lifecycle, or the business objectives trump any identified risks making security organizations ineffective and appear to be an obstacle. Security needs to be everyone?s concern, and not just pushed on the CISO.

?

3. Lack of Accountability

When it comes to our jobs, we are all held accountable for something. For example, ensuring projects are completed on time and within budget. Our effectiveness, or ineffectiveness, often translates into our performance evaluations which we have a vested interest in remaining gainfully employed and obtaining some sort of financial gain in the form of a pay raise or bonus. My point is, if an employee knows they are being held accountable for something, you can bet they will comply with it; especially if it affects their employment status or future earnings potential. Likewise is true with information security, however, employees are seldom held accountable for their participation in the security of the organization. I suppose security could be categorized under ?Other Duties as Assigned? in an employee?s job description, but really this needs to be spelled out a little clearer.

?

Business and security leadership need to identify the roles and responsibilities of information security for each level of employee in their organization. Those responsibilities should be included on each employee?s job description and translate to those responsibilities to the performance evaluation process. What did we just create by doing this? We created an environment where information security expectations are clearly defined and measured, ultimately leading to a more security conscious culture.

?

4. Conflicts of Interest

Organizations that put the responsibility of security management in the hands of IT are the equivalent of letting the fox guard the hen house. I?m not saying that IT folks are malicious and want their organization to get breached, but they are put in a precarious position in which often conflicting priorities arise and something has to sacrifice. For example, early in my career as an IT Manager I was primarily tasked with getting systems operational by the business so the organization could start to recognize the ROI. The pressure from the business was often overwhelming and project timelines were typically very aggressive. However, I was also unofficially tasked with managing security over the IT infrastructure. When put in the position of getting the system to market or crossing my t?s and dotting my i?s and ensuring any unnecessary risks were identified and mitigated, the later is what often sacrificed. I know for a fact I was not the only one placed in that awkward and unfair situation. Today, as a security consultant, I see it more than I would like to admit.

?

Folks, let your IT people do what they are good at. Involve them in the security process, but don?t put them in the unfair situation of having to choose between delivering a solution on time over ensuring it is secure. Those expectations should be set by a CISO, ISO, Risk Manager, whatever you want to call it. That role should NOT report through IT where there is a potential for conflicting priorities. Just like auditors need to ensure independence, security professionals should not have to be worried about being unfairly influenced by their boss because he/she has a vested interest in delivering a project on time or within budget.

?

5. Lack of Governance

Most mid-sized or larger organizations have an audit committee in place, especially publicly traded companies. This committee is typically made up of board members that have the responsibility to review and ensure the accuracy of the organizations financial statements. Their purpose is not to actually put the financial statements together, but rather ensure that the controls in place to prevent errors or omissions are effective and that management is taking proper measures to continually identify and mitigate risks.

So, if we have this process around the risk of misstating financials, why wouldnt we employ a similar process around the risk of security breaches?

?

A governance process makes sure organizational decision makers are ?in the loop? with identified security risks and effectiveness, or lack thereof, of implemented controls. This gives those individuals the opportunity to ask questions, understand risks, question management?s judgment and re prioritize risks. Organizations that lack governance over information security management are omitting an extremely important and powerful responsibility of executive management and, in some cases, the board of directors, to ensure the security of their sensitive information.

The problem with laser weapons is this -- they need a lot, a lot of power. Seriously. Some of those big, plane-mounted prototypes choke down enough juice to power a whole city. Not so with the Laser-Induced Plasma Channel weapon being developed by researchers at Picatinny Arsenal. While still using plenty of electricity, this more moderately specced laser is just powerful enough to strip electrons off the air molecules around it generating a thin filament of plasma. Its not the high-intensity laser pulse that does the damage, though. Instead, the channel of plasma is used as a conduit for a high-voltage blast of electricity. That laser-assisted bolt of lightning could disable vehicles, people and even IEDs. There are plenty of obstacles, including making the weapon rugged enough for battlefield use and reliable enough to keep the plasma channel from leading the blast of electricity back into the laser and damaging it. Now, if only we could find the video that still above was taken from.

Google modifies Maps, YouTube for Nexus 7 tablet

We've seen Google take Maps indoors, with interior schematics and even photos, but the Nexus 7 tablet brings a new twist to that familiar nav experience with 360-degree venue photos. Engineering Director Chris Yerga demonstrated the new feature within a local San Francisco bar called District, moving the device to show us how the compass and gyroscope work to provide 360-degree views based on your current direction and angle -- it's a pretty slick effect. The sun is hot. That?s obvious. But it?s where it?s hot that has physicists puzzled.

The sun?s outer atmosphere, or corona, is much hotter than the surface, even though the surface is closer to the nuclear fusion reactor of the solar interior. Why that should be is one of the big questions in solar physics. There have been several hypotheses for how all that heat arrives in the corona, from oscillating magnetic waves to jets of hot plasma.

Now a team of European researchers has discovered a new possibility: giant magnetic tornadoes. These supersize swirls can be some 1,500 kilometers across. And they?ve been seen on the sun?s surface and in its lower atmosphere. With the help of NASA?s Solar Dynamics Observatory the researchers spotted the tornadoes reaching up into the corona as well. They reported their finding in the journal Nature. [Sven Wedemeyer-B?hm et al, Magnetic tornadoes as energy channels into the solar corona]

The solar swirls are plentiful?more than 10,000 of them dot the sun at any given time. And they could funnel quite a bit of energy up into the solar atmosphere. It?s too early to say how big a role the tornadoes play in heating the corona. But their discovery is sure to make a hot topic even hotter.

Soil scientist helps develop remediation techniques

COLLEGE STATION When Atlantic Richfield Co. was tasked with cleaning up a major superfund site it had purchased in Montana, Dr. Frank Hons, a Texas A&M University professor, got a call to assist the company's consultants, Pioneer Technical Services.

Hons, a soil and crop science professor, spent two years leading a Texas A&M team studying revegetation solutions on land impacted by 100 years of copper mining, mineral processing and smelting in the Anaconda, Mont. area.

The Anaconda Copper Co., a driving force and major employer in the region for 100 years, was purchased by the Atlantic Richfield Co. in 1977. With the purchase came the responsibility for cleaning up more than 3,600 acres of mill tailing settling ponds, Hons said.

"The Anaconda Superfund site is the largest in the U.S., because it includes not just the 3,600 acres of tailings ponds, but thousands of acres surrounding the mineral processing and smelting area," he said. "The Environmental Protection Agency and the state of Montana have been working with Atlantic Richfield to reclaim these areas since the mid-1980s."

Over the years, the smelting and processing of copper ore resulted in millions of tons of waste, Hons said. The vast majority of the mill tailings were captured and stored in settling ponds, but part of these materials escaped to the Clark Fork River. Some of these materials were transported 100 miles downstream and were captured in Milltown Reservoir, where they've remained for up to 100 years.

In 2009, Milltown sediments were dredged and returned to Anaconda, where they were spread over 800 acres of old tailing ponds. The sediments were amended and planted with native plant species with no success, Hons said.

Although Atlantic Richfield has a program for remediating soils in the area, these Milltown sediments represented a unique revegetaion challenge. That's when Dr. Terry Moore, with Atlantic Richfield's Remediation Management team, reached back to his Texas A&M roots and called on Hons.

While the dredged soil is a nice dark color with about 3 percent organic matter, it is high in salt, metals and nitrate concentrations, Hons said. The company tried planting seed on it, but little would grow.

Hons started his project in October 2010. He began lab and greenhouse work to look at the dredged material's chemistry and how it affected plant growth. After reviewing techniques used to successfully revegetate surrounding soils, he then came up with treatments to help render the metal in the Milltown sediments less soluble, making them unavailable for plant uptake and thus less damaging.

"We developed large greenhouse trials to look at both the top and the root growth and uptake of metals by the plants," Hons said. "We were trying to devise methods to make the soil more amenable to plant growth. If the metals dissolve, the plants can take it up and don't thrive. Increasing rooting depth is important because this is a semi-arid environment where water is often limited and deeper rooting is needed for long-term survival."

The solutions they laid out for Atlantic Richfield are a combination of influencing the pH, salinity and organic matter of the soil, he said. Elevating the pH is critical to successful revegetation as it generally reduces the solubility of the heavy metals. Heavy metal uptake is damaging to plants.

Hons' team continued with Atlantic Richfield's practice of beneficially reusing waste products where possible. They chose a cement production byproduct lime kiln dust to raise the pH of Milltown sediment. It directly decreases the water solubility of metals or creates new minerals through the process and the metals adhere to the surface of those minerals and are less soluble, he said.

Plowing this byproduct into the soils creates a more oxygenated environment and produced some favorable chemical changes also, Hons said.

The Texas A&M team worked closely with Atlantic Richfield, EPA, the State of Montana and the agencies' scientific experts to make the project a success, he said. The final report to Atlantic Richfield was submitted in February. Hons recommendation was using lime kiln dust, oxygenation and a foot of cover soil mixed with composted manure to enhance plant growth.

Atlantic Richfield plans to start using this treatment this summer to get vegetation growing once again, he said. The EPA and the State of Montana have approved field-scale construction set to begin this summer.

"Later this summer we will see how things are progressing in the reclamation process," Hons said. "But it will be several years before the real sustainability can be assessed."

"Later this summer we will see how things are progressing in the reclamation process," Hons said. "But it will be several years before the real sustainability can be assessed."

Once you've done the initial setup of a payroll site, the actual payroll runs aren't that difficult. But those early steps can be. If you've pulled together all of the required information about compensation and deductions and taxes, it's easier. But precision is required because of the necessity of absolute accuracy, and because you're dealing with local, state and federal taxing agencies, financial institutions, insurance companies and other benefits providers.

Intuit Online Payroll Plus eases you through this progression in numerous ways. First, like its competitors SurePayroll and ONPAY, Intuit Online Payroll offers Intuit specialists to help you with the setup process. All three offer assistance via email, phone and chat. You're more likely to find an answer to your question via Intuit's online help or glossary than through the competition's help files. Another standout feature: Intuit covers all seven days of the week with personalized support options. You can call Monday through Friday 6 a.m. to 6:30 p.m. PT, and chat Monday through Friday 5 a.m. to 6:30 p.m., as well as weekends 7 a.m. to 3:30 p.m. PT. You'll most likely need the bulk of your support upfront as you're building your files, so generous weekend support isn't so critical at first. But if you're running a payroll on the weekend and get stuck, a few minutes with a support person could save the day.

Creating the Core
To prepare an online payroll site for use, you have to enter information about your company itself and about your employees. Within those two areas are myriad questions about your company's compensation practices and your employees' specific financial situations. For example, how often do you do a payroll run? How do employees accrue vacation and sick time? Do you have to deal with state and local taxes? What benefits do employees get? Other withholding?

Each of three services I reviewed has a slightly different method of requesting this information. ONPAY and SurePayroll display one main screen each for employee and company setup, with a vertical pane that contains links to each sub-section, where you fill in the blanks and make selections. While both are easily understandable and navigable, neither makes particularly good use of screen space. And SurePayroll doesn't have the look of an up-to-date Web interface.

Thankfully, Intuit has streamlined and modernized its onscreen presence. Intuit Online Payroll accomplishes much more on one screen than it used to. And it's visually superior to its competitors. As you build an employee record, for example, the screen displays a check graphic and keeps a running tally of the pay and deductions you're adding. Payroll doesn't require a lot of time once your basic records are complete, but the more pleasant the experience, the better.

None of these sites towers over the others in terms of the amount and flexibility of payroll information you can record. They're all mature enough to accommodate the creation of thorough payroll employee and company records for most U.S. small businesses of roughly 100 employees (more or less). Intuit Online Payroll offers little wiggle room: You can add notes, as you can in ONPAY, but there are no custom fields, which would be welcome in this application. SurePayroll lets you define up to 12 additional employee fields.

Employees can also enter hours on a remote timesheet or punch in and out on a time clock ($1.50/employee/month), and workers' compensation is tracked each payroll. Competitors offer similar services. What they don't offer is their own 401(k) product and a Health Debit Card, which Intuit does.

Housing prices rise in warm weather states

For the third straight month in April, American home prices twitched a tinge higher?as values in the ?sand states? further firmed while listings in some key northern cities continued to chill, a heavily monitored survey reported Tuesday.

The Standard & Poor's/Case Shiller composite index of 20 metropolitan areas showed a year-over-year decrease of 1.9 percent?but?a 0.7 percent national bump?from March to April on a seasonally adjusted basis (1.3 percent non-seasonally adjusted), led by ongoing price rallies in a clump of warm-weather markets thumped by the slump, including Miami, Tampa, Las Vegas and Phoenix.

?I?ve seen (listings here) jumping just like they did back in the day when the banks were approving everything,? said Michelle Tremblay, a Realtor with West USA Realty in Phoenix.

Since last October, home values in Phoenix have inched 12 percent higher, gaining ground during each of the past six months, according to the Case Shiller index.

From Tremblay?s vantage point, however, those loftier home values are akin to steroid-swelled athletes: synthetically pumped prices caused by banks stockpiling foreclosed properties and purposely keeping them off the market until area prices truly soar. Then those same financial institutions can cash in by selling those properties at fatter profits.

?We can see on the street what?s vacant and what?s not. We?re watching these (foreclosed and non-listed) houses just sit and rot,? Tremblay said. ?The banks are letting these houses just deteriorate.

?They?re holding them and releasing them slowly to drive the value up.?

Some Realtors in another so-called ?sand state,? California, recently have joined that chorus, offering similar, albeit unproven, theories about banks hoarding foreclosures and thus shrinking inventory in most markets.

In three California cities on the Case Shiller index -? Los Angeles, San Diego and San Francisco -? home prices have increased during February, March and April.

Fellow ?sand state? cities Miami and Tampa each have posted five straight months of home-value gains. Las Vegas, the largest metro area in Nevada ? the fourth ?sand state? ? in April notched its third month in a row of heightened property prices, according to Case Shiller?s survey.

?Realtors across the country are all talking about the same stuff: the banks are the ones in control right now and they know it and they?re going to make the money again ? and again and again,? Tremblay said. Not long ago, distressed homes ?were selling, I think, too cheaply. And the banks weren?t making the money that they wanted to. So they tightened their inventory.?

In response, Wells Fargo senior economist Mark Vitner said?large banks are not colluding to hoard distressed properties until better days so as to squeeze more out of the values of those homes.?

"I don't think there's any concerted effort to hold properties back from the market," Vitner said. "The process to (work through and re-sell) foreclosure inventory is lengthy and there just seems to be a lot of hurdles out there to getting these properties to market. A lot of the best properties have been in foreclosure and have already sold."

But, Vitner acknowledged that some "small community banks are holding onto properties because the value that they could realize from selling the properties is so much more than what their books currently show, (meaning that listing those distressed homes) could have an inverse impact on their balance sheets."?

Robert J. Shiller, one of the two developers of the monthly index, agreed that ?it is an artificial market in that there is a lot of inventory held off.?

But Shiller, an Arthur M. Okun Professor of Economics at Yale University, sees still another hidden reservoir of prospective properties for sale ? ?a shadow inventory held off by homeowners who might sell if home prices come back up enough.?

Two weeks ago, market analytics service CoreLogic reported that the "residential shadow inventory" - which includes?bank-owned homes - had declined to 1.5 million units in April, representing a four-month supply as well as a 14.8 percent drop from the same month one year earlier. In April 2011, the?shadow inventory held a six-month supply of homes - roughly the same level as October 2008 when the housing crash began. Those CoreLogic figures seemed to bolster the view offered by Wells Fargo's Vitner that big banks are not holding back distressed properties, especially in markets where lenders have revved the pace of foreclosures.

A government market

Still, with about 90 percent of American mortgages held by Fannie Mae, Freddie Mac and the Federal Housing Authority, ?it?s really a government market now," Shiller said. "So anyone contemplating speculating in housing has to think about what the government is likely to do. And we?re in limbo right now.

?We have a presidential election coming up. We haven?t resolved what were going to do with Fannie and Freddie ? presumably something will be done with them afterward.?

The latest S&P Case-Shiller results show on average home prices increased 1.3% in April, with David Blitzer, S&P 500 Index committee chairman.

In February 2011, the Obama administration issued a white paper that examined possible remedies for those two sputtering behemoths of housing finance. The report gave Congress options to mull. Banking giants backed the notion of axing Fannie and Freddie which, combined, ate up about $150 billion in bailout money. Groups representing consumers and the real estate industry have argued against scuttling Fannie and Freddie.

?Between all that ? and the mortgage-tax interest deduction that also has been questioned in this time of deficit cutting ? these things are on everyone?s mind,? Shiller said. ?But there?s not a way to forecast. I think forecasting political science is even more tenuous than forecasting economics.?

Projecting the direction of home prices in several vital northern cities has grown more challenging the past year. In Boston, home prices have dipped during six of the past eight months, according to Case Shiller. In New York, property values have declined for seven consecutive months. Chicago, up a tick in April, has nonetheless posted seven price drops in nine months, the index shows.

?Is any of that political and financial uncertainty perhaps fueling some fall-off in home prices those metro areas??

?I guess it is. People are holding off ... People are hoping for prices to go back up (in those cities),? Shiller said. ?And we?ll see the shadow inventory converted into real inventory if people start to see the prices go back up.?

But in Chicago, where home prices are off 7.2 percent since last August, the Case Shiller index reports, some Realtors are blaming another segment of the home-financing equation.

?The appraisers are keeping the prices low,? said Patrick Hawkins, a broker with Dream Town Realty in Chicago.

The last time Chicago property values were this depleted on the Case Shiller index: November 2000.

?Buyers are willing to spend a little more money right now. Inventory is low. But the appraisers just are reticent to come in with a strong enough number,? Hawkins said. ??What I?m assuming an appraiser would say is: It?s the market conditions, it?s people not having enough jobs, it?s the economy.

?Appraisers ? they?re killing the market. The prices have been driven down, beaten to a pulp.?

As the NFL deals with well over 2,000 former players who are suing for concussions, the league understandably hopes to slam the door on future lawsuits from current players.

In one specific regard, the league is failing.

An Outsides the Lines report from Bob Holtzman of ESPN creates the perception of a dog chasing its tail regarding the question of whether the NFL is properly embracing technological advances that will help spot whether players should exit a game due to head trauma.

After explaining the work of North Carolina professor Kevin Guskiewicz to use helmet sensors to record in real time the force of each and every blow to the head during practice or a game, Holtzman explained that the NFL isn?t ready to say when or if the Helmet Impact Telemetry (HIT) system will be used.? The league then referred Holtzman to its expert on these matters.

And their expert is ? you guessed it ? Kevin Guskiewicz.

?I?ve been comfortable with the questions that we?ve asked and the validation studies that have been done to this point, and I feel as though we probably could have had this system in place a year or so ago,? Guskiewicz said.

?It absolutely can work in the NFL,? he added regarding the system that North Carolina now uses as a recruiting tool.? ?I?ve been doing it for eight years, so I know it can be done.?

Guskiewicz explained that eight NFL teams planned to use the HIT system in 2010, and that the plug was pulled at the ?eleventh hour.?? Citing an unnamed source, Holtzman reports that the NFL Players Association blocked the use of the HIT system.? Holtzman added that the NFLPA did not respond to repeated requests for an interview.

NBC analyst Hines Ward, who spent 14 years with the Steelers, believes players will be reluctant about using the HIT system.? ??You?re gonna open up a while Pandora?s Box with it,? Ward told Holtzman.? ?For a doctor to read a computer and tell me how hard I?ve been hit and to pull me out of a game, that won?t sit well with a lot of players.?

Ward also worries that the data will be used by owners to justify paying players less money.

Regardless, the NFL?s expert is getting impatient.? ?If we?re sitting here in a year from now and we?re not any closer to have on-field, real-time biomechanics being measured, I?ll be real frustrated, and perhaps ready to throw the towel in,? Guskiewicz said.

Lawyers interested in representing current players in future concussion lawsuit are likely feeling anything but frustrated.? With the NFL?s expert believing that the technology could have been and should have been used in 2010 ? and upset by the fact that it?s still not currently in use ? any player who suffered concussions even after the NFL had a Congress-induced epiphany in October 2009 will be able to argue that, if the NFL merely had followed the advice of its expert and used the HIT system, the player would have been pulled from a game before real damage had been done.

The report that the NFLPA stopped the implementation of the technology in 2010 complicates matters for future plaintiffs.? But that one fact could mean that future concussion lawsuits will be filed not only against the NFL, but also against the union.? (To date, concussion suits have been filed only against the league.)

Regardless, any actual or perceived failure by the stewards of the game to do everything reasonably possible to reduce head injuries or avoid them altogether will provide fodder for an ongoing stream of litigation from the men who currently play the game.? And the league?s failure to follow the advice of Kevin Guskiewicz creates a far more tangible, clear, and defined risk of liability than the Saints bounty program ever could.

NFL referee, knocked down by linemen, rises above cancer

If he's doing his job, an NFL official will largely go unnoticed. He will make sure the rules are followed, of course, yet blend into the background as much as possible.

Tony Corrente is anything but invisible.

The longtime NFL referee learned that as he battled throat cancer last fall, a football season that was the worst ? and somehow the best ? of his life.

"I've got big boxes filled with letters, cards and trinkets people sent me," said Corrente, 60, a retired high school teacher from La Mirada who has worked NFL games since 1995 and doubles as the officiating coordinator for thePac-12Conference.

"When it got to the point it hurt too bad to swallow, I would just look at those cards. Every one of them was a card of encouragement, a card of prayer. Somebody told me, 'You didn't get all those cards because you were a jerk.' I cannot even begin to measure how that encouragement helped me through my toughest days."

These aren't easy times for NFL officials, anyway. The league has locked them out and has replacement officials ready in case the labor dispute spills into the regular season, as it did in 2001. Talks between the sides have broken off, and the NFL Referees Assn. filed an unfair labor practice charge against the league with the National Labor Relations Board.

Like his colleagues, Corrente is concerned about what all this means. "I'm just hoping the integrity of the game doesn't get compromised," he said.

But the situation doesn't consume his every thought as it might have a year ago. In light of the nightmare he's been through over the past nine months, he's thankful for every moment.

"When you can wake up in the morning," he said, "every day is a good day."

Doctors told Corrente in May that they could not find any evidence of cancer remaining in him. His prognosis is good, with his next checkup scheduled for late August. That was the culmination of months of chemotherapy and radiation treatments that not only made him horribly sick but robbed him of his taste buds ? "Food was repulsive to me" ? and made downing supplement drinks feel "like swallowing broken glass." To this point, he has been able to avoid surgery and a feeding tube, although he's down to 180 pounds from an already trim 194.

Corrente missed four games near the end of the season when the chemotherapy made him too sick to work. He returned for the final two games of the regular season, and worked the playoff game between Detroit and New Orleans.

It was a bizarre string of circumstances in September that led to the discovery of a tumor in Corrente's throat.

While working a season-opening game between Baltimore and Pittsburgh, he found himself in the middle of scuffling linemen and was knocked to the ground. He fell hard on his backside, and his head hit the turf. He immediately felt soreness in his neck and back but didn't feel dizzy.

Baltimore's trainer cleared him to return to the game but advised him to take 800 milligrams of whatever over-the-counter pain medication was available in the officials' locker room. So after the game, Corrente had the option of taking Tylenol or Motrin. He chose Motrin, which he later learned was significant. He flew home and took more before he went to bed.

The next two mornings he coughed up some blood. He went to his physician, but his insurance wouldn't allow Dr. Susan Sleep to run all the tests she recommended.

After another game and more Motrin the following Sunday, Corrente woke to blood on his pillow. He then saw a specialist, who threaded a tiny camera through his nose and down his throat.

"At one point he turned the camera to the other side of my throat, and I say, 'Ew, what's that?'" Corrente recalled. "It just looked totally gross. He just looked at me and said, 'Sir, that's cancer.'"

Doctors later told Corrente that the Motrin acted as a blood thinner, whereas Tylenol wouldn't have, and that his coughing had broken one of the vessels in the tumor. That, by pure luck, led to an earlier diagnosis.

The tumor was about the size of Corrente's thumb when it was discovered, but it covered nearly half his throat by the time he started chemotherapy seven weeks later.

After Corrente had gone through his first round of chemotherapy and had lost his full head of black hair ? he has since regrown it ? he worked a Baltimore game at the end of the season and got a chance to thank the linemen who had accidentally knocked him over. It was center Matt Birk and tackle Michael Oher.

"I told them, 'I want to thank you guys; because of the unintended consequences and me getting knocked down, you probably saved my life,'" Corrente said. "And they just stood there dumbfounded. Matt Birk got a little tear in his eye and said, 'This is the last thing in the world I would have ever expected.'"

For part of his treatment, Corrente moved to Houston for several weeks to be treated at MD Anderson Cancer Center by a team of specialists that included Randal Weber, Merrill Kies and David Rosenthal.

For Corrente, it has been months upon months of the unexpected, both bad and good.

There was the moment he finally broke down, tearfully telling his crew about the cancer. They later asked him what food he'd miss most when the chemotherapy would eventually steal his taste buds. He said he'd miss Thanksgiving dinner most. So the next weekend ? still weeks before the holiday ? they surprised him with a Thanksgiving feast.

Or there was the time in late November, before the Colts played host to the Panthers, that the sidelined Peyton Manning called him over. The two have known each other for years, although their relationship is more cordial than close. (Corrente was the referee when Manning and the Colts beat Chicago in the Super Bowl.)

"I extended my hand to shake his, and he just gives me this bear hug and says, 'I want you to know that not only am I praying for you, but the entire Colts organization is praying for you,'" said Corrente, pleasantly stunned by the embrace.

"How did you know?" said Corrente, his veil of anonymity lifted.

"Tony," Manning said, "we all know."
