Is cloud computing is more beneficial to business than traditional ...

I wrote an article today about some research commissioned by Google. I revealed a few things including the importance of cloud computing in driving company strategy.

The survey talks about the increasing role of CFOs in the IT decision making process as cloud computing is viewed as a means for companies to succeed rather than just cut costs.

Interestingly 64% of senior finance executives said cloud computing is more beneficial than traditional IT outsourcing. The cloud combines cost cutting with things like being able to take up the latest and greatest technology without having to pay for it up front. But doesn't traditional outsourcing offer that?

I would like your thoughts.

Creative Family Series | Raincoast Cottage

by Jennifer Cooper, posted on March 29th, 2012 in Creativity, Parenting

Sometimes in life, you meet exactly the right person at exactly the right moment. You may not know it then, but when you look back, you?ll call it kismet. That?s how I feel about Sandra Harris from Raincoast cottage.

I met Sandra at a time when I was feeling seriously anxious and overwhelmed. There I was, at a design conference, in a huge ballroom filled with all manner of awesome people I revered. And there was me, not knowing a soul and feeling completely and totally self-conscious.

Now, I don?t know many people who feel comfortable in those situations. So you?ll probably understand when I say, if I had an anxiety meter on me, it?d have blown the roof off that place.

Enter Sandra. We struck up a conversation. And she was funny and witty and just plain old awesomesauce through and through. We laughed, swapped stories and suddenly, I didn?t feel quite so small. Some people are given a gift of being able to inspire others just by being themselves. Sandra has that gift in spades.

So it is with great delight that I introduce you to the Sandra Harris and her fam?

Have you always considered yourself creative?

In hindsight I?d have to say yes. But in childhood I didn?t have the words to describe it. And I didn?t know anyone in real life who pursued anything creative. Despite that I was always creating something. I painted. I wrote. I decorated my bedroom. I listened to cast recordings of Broadway musicals. I read. I played music. I created all my Halloween costumes. I watched Chaplin movies.

I didn?t grow up in a traditionally creative family ? it was very working class. I believe it?s circumstance that prevented my parents from following their own creative impulses. It was hard enough to make a living and a home. However, in their own ways they were creative ? my dad can make anything out of anything and my mom comes from a long line of textile artists (crochet, sewing, needlepoint).

Living a creative life is something that I have circled around throughout my adult life. Over the years I?ve moved toward it and moved away from it. For example, I DID start university as a music performance major but later transferred to business school as it was safer and felt more responsible. Throughout my life I kept coming back to creative pursuits.

It was very much an ?either/or? paradigm ? creative vs. responsible, follow your heart vs. have a stable life. I find that ?and? is much more freeing than ?or?! It doesn?t have to be one or the other.

How do you nurture your creativity?

Right now I have more projects I want to complete than I have time for! So rather than nurture, it?s about ?how do I prioritize my creative inspiration??

Seriously, though, what I find inspiring and nurturing is to have something I call a cross-media journey. If my life is filled with theatre and music and art and design and film, then I am inspired. It doesn?t have to be in the exact same field of practice ? it?s better if it isn?t. I just need to be immersed.

And I find too that doing something physical, something that gets me out of my head helps as well. I love to snowboard in the winter and waterski/wakeboard in the summer. The concentration that I need to execute those sports stops the thinking and enhances the being. Even more specifically, the snow was fab at Whistler this past weekend and the swoopy turns in the powder while snowboarding inspired some swoopy lines on paper. That feeling of physical flow is similar to the feeling of creative flow.

But the main thing is that I am finally taking my creative life seriously ? giving it the respect that it deserves.

Funnily enough (or perhaps it?s serendipity) I married a man who also is a closet creative. He does photography on the side and has had a few shows. Plays jazz drums to my jazz piano. He?s all over going to galleries and museums and hearing live music. We inspire each other and support each other?s creative interests. So having a partner who is creative nurtures my own creativity.

How do you nurture it in your daughter?

A few different ways. First of all ? access. Our kitchen table is covered with art supplies and paper. And I have a storage cupboard in my home office with craft supplies. So it?s easy for her to pick up something when inspiration hits. She has markers and paper and a white board and paints at the ready. And she draws every day.

I get curious about her work ? what she makes, whether it be at home or at school. What is it? Why this colour? What happened before? What happened next?

I also build our family life around holidays. We decorate the house and make crafts and cook and celebrate together as a family and with friends.

She takes art classes on occasion. I try to follow her interests and let her explore what grabs her attention. I also find things through the Craft Crow and books like The Usborne Complete Book of Art Ideas and Kid Made Modern by Todd Oldham. I show her pictures and see if she is interested in doing any of them. She?ll also come up with her own ideas about what to make and we?ll brainstorm about how to do it.

We act pretty silly around here ? dressing up, narrating whatever is happening with made up songs. Lots of spontaneity.

What are your favorite ways to spend time together?

?Outside of doing crafty arty things? Travel is a big one. The city that we live in doesn?t have a huge arts community so we are lucky to be able to travel to NYC and Seattle and Toronto a few times a year to take in the museums and theatre and galleries.

Outdoor activities ? skiing, snowboarding, swimming, biking, walks.

We play games. She?s six so is of an age where the world of games opens up.

I am the family ?media? person so I am always on the lookout for movies and tv shows that will be inspiring and fun and different.

Reading ? we live in a smallish cottage and turned the landing outside of her bedroom into a reading nook. We also cook a lot together.

Celebrating family milestones and holidays as I mentioned above. Anything is worth making a bit of fuss about!

?How have you integrated work with creative passions?

I haven?t! I had a big corporate-y career that I left a number of years ago. When I was working full-time I did as much creative work as I could in the evenings and on the weekends. And I found that I gravitated towards anything in my day job that was remotely creative.

But as for the day-to-day unpaid work of running a home? I fell into the trap of ?when this and that are done, THEN I will create?. That?s a hard habit to break. Now I schedule time daily to pursue my artistic interests ? if I wait til there?s some free time, I?m either too tired or mostly just run out of time.

I?m also very much a morning person so I do my big thinking and creating after a coffee first thing.

What are you working on right now?

I started learning photography in January and am in the midst of practicing my tabletop techniques. I love the storytelling aspect of taking photos.

Very much interested in mixed media collage and dioramas and miniatures crossed with photography. Some projects in process?

I have a blog where I write about living a creative life. It?s really about my own commitment to creative expression ? no more going back and forth between being ?responsible? and following my heart!

I have always been intrigued by creative collaboration and have a few projects on the go with other creatives.

And finally, I am new to Vancouver and working at building a local community of likeminded creative folk who can inspire each other.

Many, many thanks to Sandra, for being here today! I think this line from the interview is going to stick with me forever, But the main thing is that I am finally taking my creative life seriously ? giving it the respect that it deserves. Makes me want to jump up on the dining room table all Norma Rae style. Go Sandra!

Full face transplant promises less risk of rejection

Surgeons in the US have performed what they claim is the most extensive full-face transplant yet performed, repairing the face of a 37-year-old man who lost his lips and nose 15 years ago in a gunshot accident. The graft could reveal better ways to stop a patient's body rejecting donated tissue.

Richard Lee Norris of Hillsville, Virginia, received almost the entire face from a donor. The donated tissue ran from the scalp and included all elements of the face down to ? but not including ? the collar bones. It also contained the bones of both jaws, teeth devoid of any fillings, and the third of the tongue extending to its tip.

"All these segments have been transplanted in the past and the other groups of surgeons have led the way for us, but no one has included all these components," says lead surgeon Eduardo Rodriguez of the University of Maryland Medical Center in Baltimore, where the 36-hour operation took place on 19 and 20 March.

The other major innovation is the inclusion in the jaws of the donor's bone marrow, still fed by blood vessels, which could mean that Norris will need less immunosuppressing therapy to stop his body rejecting the foreign grafts.

Chimeric harmony

Experiments by Rodriguez's team in animals ? published last year in the American Journal of Transplantation (DOI: 10.1111/j.1600-6143.2011.03551.x) ? demonstrated that transplants suffer less rejection by the immune system if they include "vascularised" bone marrow fed by blood vessels, than if there is no bone at all in the transplant.

"We have confirmation of that in vascularised bone transplants," says Rodriguez. "So vascularised bone marrow might be better than infusions of bone marrow stem cells to create a situation where the donor and recipient cells can live in chimeric harmony."

The hope is that the same effect will be seen in Norris. "The good thing is the large vascularised bone marrow content, which has potential to assist in the long-term survival of the graft," says Rodriguez.

Increasing challenges

The breakthrough continues a trend of steadily larger facial grafts since the first, in 2005, on Isabelle Dinoire in France. That graft covered only the lower part of her face. A Spanish team in 2010 announced what they claimed was the first full-face transplant, but Rodriguez says that it didn't include the tongue.

"The reason surgeons are transplanting more and more tissue is because increasingly difficult patients with more and more deficits are being considered for transplant," says Maria Siemionow of the Cleveland Clinic Foundation in Ohio, the surgeon whose team carried out the first US face transplant in 2008.

But Siemionow says it doesn't necessarily mean that "more is better", as there are risks in removing perfectly functional pre-existing tissue to replace it with donated tissue. "And you have potential problems with bail-out or rescue procedures if the graft goes wrong."

For example, Siemionow's transplant patient, Connie Culp, had functional upper eyelids, so it would have been risky to sacrifice those to replace them with donated tissue.

Abilities regained

According to Siemionow, the most important advance in face transplants over the previous practice of using skin grafts is that the transplant includes functional elements such as nerves and muscles which integrate with the patient's own to give them abilities they may have lost through an accident.

Norris, for example, couldn't chew food or speak properly, but has the promise to do so now that he has new jaws and teeth, and a complete tongue which should enable him to pronounce words properly. Meanwhile, Culp can now breathe independently, smile, eat solid food, smell, and sense full feelings in her face, none of which she could do before.

Siemionow says the biggest unsolved challenge remains the need for lifelong immunosuppression. "That's a very important goal for the future," she says.

She adds that it remains to be seen whether Rodriguez's claims for vascularised bone marrow improving acceptance will prove correct.

Another important development is coordination between transplant providers. A US and international registry of potential recipients is to be launched later this year.

911 caller arrested after cops fatally shoot teen

By msnbc.com staff and news services

PASADENA, Calif. -- A 911 caller has been arrested after Pasadena police say his false armed robbery report led officers to shoot and kill a 19-year-old college student they believed to be a suspect.

Pasadena Police Chief Philip Sanchez told reporters Wednesday that a deadly chain of events was set into motion after officers responded to a 911 call claiming a laptop had been stolen by two armed men.

Caller Oscar Carrillo?allegedly told officers that two suspects were armed with handguns on Orange Grove Boulevard at Raymond Avenue.

The phone call put officers on alert and led them to believe Kendrec McDade was armed when they saw him about two blocks from that location Saturday night, Sanchez said.

"The actions of the 911 caller set the minds of the officers," Sanchez said.

McDade ran from officers until an officer used the police cruiser to block McDade's path in an alley and rolled down his window, Lt. Phlunte Riddle said.

McDade allegedly made a motion at his waistband and the officer opened fire. A second officer who was chasing McDade on foot also opened fire, Riddle said.

Football standout
McDade, who was less than 10 feet away from the patrol car when the officer opened fire, died of his injuries at Huntington Hospital. The Citrus College student was a football standout at Azusa High School.

In an interview Monday with detectives, Sanchez said Carrillo admitted that he made up the story about the gun to speed up the officers' response. Detectives now believe McDade and the other person, a juvenile, were unarmed, Riddle said.

Carrillo was arrested Wednesday on suspicion of involuntary manslaughter in connection with McDade's shooting, Sanchez said.

The other suspect, a juvenile, has been charged with two counts of commercial burglary, one count of grand theft and one count of failure to register as a gang member as a condition of his probation. He remains in custody.

Earl Ofari Hutchinson, of Los Angeles Urban Policy Roundtable, said there were "a?great number of questions unanswered" in the case.

"The bottom line is this young man was not armed when he was shot dead," he told the Los Angeles Times.

Joe Scherf, head football coach at Azusa High, also?told the Times that McDade was "a good kid who was never in trouble."

The Associated Press and msnbc.com staff contributed to this report.

Seller's Market in Redwood City - Redwood City Real Estate, Silicon ...

Today on MLS Broker?s Tour there are 17 new homes opened for inspection.

This is an upwards tick of almost 30% from the previous weeks so far in 2012.

In Redwood City and all around the San Francisco peninsula there is a lack of inventory. It is not uncommon to see multiple offers on homes. Buyers are still price sensitive. This means the craziness of over-bidding is not like in the past.

Last week there was a duplex on the market for $880,000 and sold with 3 offers for just under $1M! This is how active the real estate market is in Redwood City.

In Redwood City we have seen inventory go down, average sales price to increase by 9% over the last 60 days, and the list price to sales price ratio move upwards to 99.2%. Isn?t those figures pointing to a Seller?s Market?

This all indicates both sellers and buyers may want to consider making a move in their respective arenas. Like all markets they come and they go. Now is the time to do something in real estate.

Charge: Colo. woman faked PTSD to duck jury duty

(AP) ? Susan Cole of Denver stood out in a jury pool last summer, with mismatched socks and shoes, and her hair in curlers.

District Judge Anne Mansfield dismissed the cosmetologist and author from jury duty after Cole said she "broke out of domestic violence in the military" and had post-traumatic stress disorder.

But when Cole told a radio show months later that she went to court disheveled to appear mentally ill, the judge was listening.

The Denver Post reports (http://bit.ly/GG9Y3h ) that prosecutors charged Cole on Wednesday with perjury and attempting to influence a public servant.

An arrest affidavit says Cole felt emotionally drained and unprepared to serve on a jury after wrongly believing her cousin was in a fatal accident. However, investigators say Cole couldn't prove she was diagnosed with PTSD.

Of diapers and drugs, Iran's trouble paying bills

WASHINGTON (Reuters) - Like everyone, Iranians need diapers. Fred Harrington has built a business by selling Iran the raw materials to make them.

The Redmond, Washington, businessman, who exports to Iran under a humanitarian license from the U.S. Treasury Department, says he is owed close to $3.8 million by Iranian companies who cannot pay him because of the latest U.S. and European Union sanctions.

He is not alone.

U.S. firms from major drug makers like Merck & Co. to mom-and-pop outfits like Harrington's American Pulp & Paper Corp. are finding it hard to get paid even for medicines and other humanitarian exports explicitly allowed by the U.S. Treasury, according to officials, sanctions lawyers and the companies.

"Everything from aspirin to multivitamins - you name it - it's all jammed up," said Cari Stinebower, an international trade lawyer with Crowell & Moring, a Washington, D.C.-based law firm, and a former counsel for the Treasury Department's Office of Foreign Assets Control (OFAC).

The payments gridlock is a testament to the effectiveness of the latest round of financial sanctions, which aim to force Iran to curb its nuclear program and which have made the Iranian banking sector even more radioactive for major global banks.

But they also undercut the long-standing U.S. argument that its sanctions are not meant to squeeze the Iranian people but rather the Islamic republic's leaders and their suspected pursuit of nuclear weapons.

"I am not against punishing Iran for being a rogue country but the United States, or the Europeans, when they start imposing sanctions, then they must consider, also their own companies," Harrington said.

Harrington, an Iranian American who changed his name from Farhad Fouroohi, had to lay off three people in February because of the payments delays, cutting his staff from seven to four.

OUTSIZE IMPACT

While a new U.S. law targeting financial institutions that deal with the central bank of Iran has garnered much attention, sanctions lawyers said the January 23 blacklisting of one Iranian bank had a more immediate, sharp effect on humanitarian trade.

Bank Tejarat, Iran's third-largest bank, was "designated" - or blacklisted - under a U.S. executive order targeting people and companies that promote the proliferation of weapons of mass destruction as well as their support networks.

The action has the effect of cutting them off from the U.S. financial system, along with any bank who deals with them - a risk that many banks find impossible to take.

Over the last five years, the Treasury has blacklisted 23 such Iranian-linked entities, gradually squeezing Iran's ability to do business with the world.

Tejarat's blacklisting has had an outsize impact, sanctions lawyers said, because it had been the last major Iranian bank available for legal trade with Iran. With it now off limits, companies are having to sift through smaller banks to find some that can carry out the transactions - which is no mean feat.

"That has had a huge ripple effect," said Douglas Jacobson, a Washington attorney who focuses on sanctions work.

"On the one hand, you can get a license. The government is saying, 'OK you can sell.' But the practical reality is that you can't get paid," he added.

The lawyer said one of his clients is out several hundred thousand dollars because of the Tejarat blacklisting and that he knows of several medical companies that have stopped exporting to Iran because of the payment problems.

"Where you had a small window of opportunity previously, that window is now almost completely closed," said Erich Ferrari, another lawyer who specializes in trade sanctions. The decision on Thursday by Belgium-based SWIFT, the world's biggest electronic payment system, to expel all Iranian banks blacklisted by the European Union, may make it even harder to?conduct transactions, sanctions lawyers said.

The United States has gradually tightened sanctions because of Iran's failure to answer questions about its nuclear program, which Washington and its allies suspect is a cover to develop nuclear weapons. Iran says it is solely to generate power.

The sanctions became much tougher when U.S. President Barack Obama on December 31 signed a law designed to choke off Iran's oil sales by threatening to cut off foreign banks from the U.S. financial system if they dealt with Iran's central bank.

Merck & Co., the world's third-largest pharmaceuticals company, said it has licenses to sell Iran products to treat diabetes, cancer, respiratory illnesses and infections.

"(Merck) has?experienced a challenging situation in 2012 in terms of securing payments for goods shipped," said Merck spokeswoman Kelley Dougherty, adding that the company was open to ideas that would facilitate humanitarian exports to Iran.

Pfizer Inc, the world's largest pharmaceuticals maker whose flagship products include the cholesterol-lowering drug Lipitor, acknowledged challenges in getting paid for Iranian sales, saying it would work through them. Both Merck and Pfizer declined to provide details.

"There is some turbulence right now," said Pfizer spokesman Peter O'Toole, saying the company wished to ensure that Iranian patients have access to needed medications. "If we have to work through a little turbulence, that's what we'll do."

A Treasury Department official who spoke on condition of anonymity said its approach on humanitarian exports to Iran had not changed, though he did not directly address questions about the difficulty that U.S. companies were having getting paid.

"There's been no decrease in applications to OFAC to export humanitarian items to Iran," the spokesman added. "The recent sanctions imposed on Iran have not changed our approach to the export of food, medicine and medical devices to Iran."

For companies such as Pfizer or Merck, exports to Iran are a tiny fraction of their worldwide business.

If ordinary Iranians ultimately suffer shortages of drugs and medical devices, the Iranian government may use it to score public relations points with their own people against the West, much as former Iraqi dictator Saddam Hussein did in Iraq.

"They need to defend their position to their own population. They need to continue to create this image of an international community that is implacably aligned against the interests of a defenseless Iran," said Suzanne Maloney, a senior fellow at the Brookings Institution's Saban Center for Middle East Policy.

"This kind of imagery would play into that and it'll have a certain resonance among Iranians who have a long experience with sanctions, resent the impact of sanctions on ordinary citizens and believe ... the government is well able to insulate itself."

"WASHINGTON'S EARS ARE CLOGGED"

The United States bars virtually all trade with Iran. It cut diplomatic ties with Iran in 1980 after Iranian students seized its embassy in Tehran and ultimately held 52 Americans hostage for 444 days.

Last year, the United States exported only $229.5 million worth of goods to Iran.

"Woodpulp and pulpwood" - which includes the raw material for diapers - accounted for $57.9 million, followed by $50.1 million for pharmaceuticals, $29.5 million for plastics, $23.4 million for unmanufactured farm products and $22 million for medical devices, according to U.S. Commerce Department data..

Under a quirk in U.S. law, the export of diapers to Iran is not allowed but the export of fluff pulp, their key component, is, creating an opportunity for Harrington to sell it to Iran.

Of the $26.6 million in sales his company had last year, Iran accounted for roughly 70 percent.

The impact has been so big that Harrington wrote U.S. President Barack Obama a plaintive letter on February 9, saying the latest U.S. sanctions "have virtually stopped our business overnight."

"We would appreciate your comments and any suggestions as to what we could possibly do at this point," Harrington wrote. "From our perspective, it would seem that there is nothing left to be done except to close our doors."

Harrington, who argues there should have been a "wind-down" period to clear existing payments, has received no reply.

"We have not received any reaction and I don't expect to," he said. "Washington's ears are clogged. They don't hear it at all."

Samsung investing in BlackBerry 10? | News Articles | Mobot.net

Lewis Curdie ? 11 hours ago

Samsung investing in BlackBerry 10?Much to everyone?s surprise, RIM?s shares crept up a tad on Friday morning, leading market watchers to collectively ask: ?Huh??

One chap, BGC Partners? Collin Gillis, tells Tech Trader Daily it?s a result of chatter concerning a possible investment by Samsung in BlackBerry 10.

The figure being whispered is $1.5 billion, and ultimately the investment would allow Samsung to start selling phones running BlackBerry 10 later in the year. Or whenever the hell it arrives.

However, it?s pointed out that Samsung?s presence would likely punch a hole in RIM?s revenue, as folk are more likely to opt for South Korean hardware over that touted by the Canadians.

The investment rumour has materialised as a result of the Googorola takeover. Some manufacturers, including Samsung, are said to be concerned about what it?ll mean for non-Motorola peeps.

Of course, Samsung already has a finger in the Windows Phone pie, and its share of the OS market is expected to rise dramatically over the next few years. And don?t forget Samsung?s own bada.

BlackBerry 10 on Samsung phones? Really? Meh, pass the salt.

French prosecutor: 4 killed in school shooting

TOULOUSE, France (AP) ? A French prosecutor says a gunman opened fire in front of a Jewish school in the southwest French city of Toulouse on Monday, killing four people including a father and his two sons, and another child.

Prosecutor Michel Valet says the 30-year-old man and his 3-year-old and 6-year-old sons were killed in the shooting just before school started.

He said another child, between 8 and 10 years old, was also killed, and a 17-year-old seriously injured.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

TOULOUSE, France (AP) ? A gunman has opened fire in front of a Jewish school in a southwest French city killing several people, the Toulouse prosecutor said Monday.

Michel Valet told The Associated Press that there were "several dead" in the morning incident at the school in Toulouse. He said it was unclear whether the victims were children. French media have reported up to three dead, including two children. but this could not immediately be independently confirmed.

The shooter drove away on a scooter, a national police official in Paris said. The official did not wish to be named in line with departmental rules.

Police cordoned off the private Ozar Hathora school in the northeast of Toulouse. Some two hours after the shooting children were still in the school.

President Nicolas Sarkozy called the shootings an "abominable drama and a "frightening tragedy."

Sarkozy was heading to the site Monday along with by Richard Prasquier, the president of CRIF, the umbrella group representing Jewish organizations, the president's office and CRIF said. The Education Minister Luc Chatel also accompanied the group.

The shooting occurred about 8:10 a.m. ? just ahead of the start of classes in most schools ? in the same area where a gunman on a motorbike opened fire on three uniformed paratroopers at a bank machine Thursday, killing two and critically wounding the other.

The attack in the town of Montauban occurred not far from the soldiers' barracks. Four days earlier, a gunman on a motorbike shot and killed another paratrooper in Toulouse, about 50 kilometers (30 miles) away.

A police official warned Monday that it was too early to draw solid links between the attacks

"We're in a heated atmosphere. It's premature for this or that hypothesis to try to establish a direct link," Didier Martinez, regional secretary of the SGP Police union, said on BFM-TV.

Authorities said at the time of the earlier shootings that forensic analysis had shown that the same weapon was used in the Montauban and Toulouse attacks.

Rowan Williams to step down as Anglican leader

LONDON (AP) ? Archbishop of Canterbury Rowan Williams is stepping down at the end of the year, calling an end to a tumultuous decade as leader of a global Anglican Communion that has been sharply divided over sexuality and gender.

Williams, 61, renowned for his formidable learning, announced Friday he will take up a new post as master of Magdalene College, Cambridge.

He was appointed in 2002 as archbishop of Canterbury, the senior official in the Church of England and the spiritual leader of the Anglican Communion, which says it represents 85 million people worldwide.

A self-described "hairy leftie," Williams is instantly recognizable due to his thick beard and vigorous eyebrows. His statements, often dense and complex, invariably were gently spoken.

He is the author of more than two dozen books, ranging across theology, history, economics and the writing of Fyodor Dostoevsky. He eagerly shared debating platforms with his opponents, including atheist biologist Richard Dawkins.

Much of Williams' time as archbishop was devoted to trying to hold the diverse churches within the Anglican Communion together despite an often bitter dispute over homosexuality, which put conservative and growing African churches at odds with liberal churches in the United States and Canada.

Within England, Williams disappointed liberal supporters by not backing the appointment of a gay priest, Jeffrey John, to a bishopric. Yet conservatives in the church remained suspicious of Williams because, as archbishop of Wales, he had knowingly ordained gay men to the priesthood.

"The worst aspects of the job, I think, have been the sense that there are some conflicts that won't go away, however long you struggle with them, and that not everybody in the Anglican Communion or even in the Church of England is eager to avoid schism or separation," Williams said in an interview with the British news agency, Press Association.

"Crisis management is never a favorite activity, I have to admit, but it is not as if that has overshadowed everything," Williams added, saying "It has certainly been a major nuisance."

As the Church of England moves slowly toward allowing women to become bishops, Williams had sought with limited success to devise a formula to placate both advocates of female bishops and those in the church who refuse to have anything to do with them.

The Anglicans' looming final vote on female bishops, Williams said, is one of the "watersheds" this year that encouraged him to think of moving on.

Williams also caused a political storm in 2008 by suggesting that Islamic Sharia law could have a role in Britain in settling some disputes. The ensuing frenzy ignored the fact that Islamic principles were already used to settle some disputes.

The archbishop gained the support of Lord Phillips, then the senior judge in England, who said "there was no reason why Sharia principles, or any other religious code, should not be the basis for mediation or other forms of alternative dispute resolution."

Williams maintained warm relations with Roman Catholics even as Pope Benedict XVI created an ordinariate to receive traditionalist Anglicans who remain opposed to female priests and could not accept female bishops and other changes within the church.

Last weekend, Williams joined Benedict at a ceremony in Rome where they urged followers to work and pray for unity.

"In the last three years, I have grown to appreciate more and more the fine qualities of Archbishop Rowan: his kindness, his sharp intellect, his dedication to striving for harmony between peoples, especially within the Christian family, his courage and his friendship," said Archbishop Vincent Nichols, the leader of the Catholic Church in England.

John Sentamu, the Church of England archbishop of York, said Williams had endured much unfair criticism.

"Despite his courageous, tireless and holy endeavor, he has been much maligned by people who should have known better. For my part he has been God's apostle for our time," said John Sentamu, who figures prominently in speculation about Williams' successor.

"His stepping down to pursue something he dearly loves ? teaching and writing ? is received with gratitude, as this will continue to be a blessing to the Church," Sentamu said.

Williams has a deep connection with Cambridge University, where he studied theology at Christ's College and then served as a tutor at Westcott House, a Church of England theological college in the city. He lectured in the School of Divinity from 1980 to 1986, and was dean and chaplain of Clare College from 1984 to 1986.

Cambridge is also where he met his wife, Jane, a fellow theologian and author. They married in 1981.

He was appointed bishop of Monmouth in Wales in 1992, and took on the additional title of archbishop of Wales in 2000.

Gas prices still climbing, top $4 in 6 states

Gasoline prices rose again Friday and are now averaging more than $4 in six states and Washington, D.C. Oil had its biggest gain in three weeks and natural gas prices also rose.

Retail gasoline prices were up a penny on Friday to a national average of $3.831 per gallon, according to AAA, Wright Express and Oil Price Information Service.

The average price for a gallon of regular is now above $4 in Alaska, California, Connecticut, Hawaii, Illinois and New York.

Gasoline has jumped by almost 56 cents per gallon since Jan. 1 and is the highest ever for this time of year. That's costing drivers an extra $11.20 to fill up a 20-gallon tank. Experts are forecasting that the nationwide average could reach $4.25 by the end of April.

For now, consumers aren't seeing similar increases in other areas. The Labor Department said Friday that excluding energy prices, inflation stayed mild in February. Food prices were unchanged for the first time in 19 months.

Yet there are signs that high gas prices are weighing on consumer confidence and the growth that fuels job creation. Economists fear consumers could cut spending on other goods, from appliances to furniture to electronics and vacations.

Gas prices are rising primarily because of high oil prices. On Friday oil markets were still reacting to reports a day earlier that the U.S. and the U.K. planned to release some of their strategic crude reserves. Although the White House denied the reports, independent analyst Andrew Lipow said traders were left to worry that Western nations are preparing for a prolonged standoff with Iran over its nuclear program.

"What do they know that they're not telling?" Lipow said.

Tensions with Iran, and the threat to oil supplies in the Middle East, are a big reason that oil has risen about 7 percent since Jan. 1 and almost 15 percent since October.

In New York trading, benchmark oil for April delivery rose $1.95, or about 2 percent, to finish at $107.06, the biggest gain since Feb. 24. Brent crude for May delivery rose $3.21, or 2.6 percent, to end at $125.81 per barrel on the ICE Futures exchange in London.

Natural gas, which is trading at prices not seen since 2002, rose 4.7 cents to finish at $2.326 per 1,000 cubic feet.

Heating oil rose 5.94 cents to end at $3.2819 per gallon and gasoline futures gained 6.84 cents to finish at $3.3569 per gallon.
